How Do Holistic Mode and Growth Mode Work Differently from Each Other?

Holistic mode is designed for advertisers who want to improve overall account ROAS without committing net-new spend. Google identifies your underutilized or less efficient campaigns and redistributes their budget to top performers. Your total weekly spend stays the same; the allocation shifts.

Growth mode is for brands ready to invest more. It adds net-new budget to constrained top-performing campaigns while leaving every other campaign's existing budget intact. No campaign is defunded, and no existing budget is cut.

A few critical details about how both modes operate:

  • You retain full control. Any campaign you uncheck in the table keeps its existing budget and bid strategy settings unchanged.
  • Smart Bidding targets are respected. If a campaign uses Target CPA or Target ROAS, budget recommendations align with those targets. If you apply a suggested target adjustment within the tool, your bid target updates alongside the new budget.
  • Forecasts are 7-day projections. Performance estimates and projected conversion curves are based on a 7-day forecast accounting for recent trends and conversion delays.
  • Unified with Performance Planner. The Recommended Investment Strategy works alongside Performance Planner, so existing account plans are not disrupted.

Google also updated the Recommendations page on September 24 with a new budget alert tied to campaign forecasts. If a campaign's daily budget is reduced, Google now shows a warning with projected weekly conversion value drops, flagging the campaign as limited by budget. This alert persists in campaign settings and is designed to surface the cost of unplanned budget cuts against your conversion forecasts.

For Q4 planning, the combination of Holistic mode, Growth mode, and the new forecast-linked budget alerts gives ecommerce teams a portfolio-level view of where spend is working and where it is constrained, directly inside Google Ads, without requiring a separate jump to Performance Planner.

Who Is Eligible for the New Recommended Investment Strategy in Google Ads?

The Recommended Investment Strategy tab appears in Google Ads when budget constraints are limiting at least one of your performance campaigns, or when Google detects significant upside for conversions at a favorable CPA or ROAS. If you are not seeing the tab, your campaigns may not currently qualify based on spend constraints or forecast signals.

To access it: navigate to Recommendations in your Google Ads account, look for the "Recommended Investment Strategy" tab, and check whether Holistic or Growth mode is available for your campaign portfolio. The tool requires at least one budget-constrained performance campaign (PMax, Search with Smart Bidding, or equivalent) to surface the recommendation.

Eligibility also requires that the affected campaign have the opportunity to gain significantly more conversions with a favorable CPA or ROAS. If your campaigns are not budget-constrained and are already hitting targets efficiently, the tab may not surface.

What Should You Do Now with Google's New Budget Modes?

  1. Check the Recommendations page today. Navigate to your Google Ads account, open Recommendations, and look for the Recommended Investment Strategy tab. If it is live in your account, review which campaigns are flagged as constrained or underperforming.
  2. Choose your Q4 mode based on your business goal. If your priority is account efficiency before BFCM, use Holistic mode to rebalance without new spend. If you have approved Q4 budget to deploy, use Growth mode to scale top performers without defunding others.
  3. Verify Smart Bidding targets before applying. If any flagged campaign uses Target CPA or Target ROAS, confirm the suggested target adjustments align with your Q4 margins and profitability thresholds before accepting the recommendation.
  4. Uncheck any campaigns that should stay protected. Test campaigns, seasonal holdbacks, and brand campaigns you want to isolate should be unchecked in the table before applying either mode.
  5. Review the new budget forecast alerts. If a campaign shows the new budget warning, check whether the projected conversion value drop reflects an actual business priority or a Google recommendation to override.
