On November 2, 2026, Meta expanded its Advantage+ Creative suite with Image Animation, a generative AI tool that converts static product photographs into short-form video ads inside Ads Manager. For ecommerce brands running Advantage+ Shopping and Sales campaigns, this means your existing product images can now generate video assets across Reels, Stories, and Feed without a production budget, but it also means a new legal clock is ticking: Meta's updated ad terms, which hold you liable for all AI-generated content in your campaigns, take effect November 20, 2026.
Meta's Image Animation feature sits inside Advantage+ Creative and applies AI motion to still product images, turning them into short video ads optimized for Reels and Stories placements. Brands with existing static product photography can now compete on video placements without shooting new footage. The catch: any AI-enhanced creative your campaigns run after November 20 is your legal responsibility under Meta's revised commercial terms.
Meta's Advantage+ Creative now supports three generative video capabilities: Image Animation (single image to motion video), Video Expansion (auto-resizing to fit aspect ratios), and Catalog-to-Video (auto-generating product videos from your feed). All three are enabled by default in new campaigns.

Meta's revised Commercial and Self-Serve Ad Terms introduce an AI Features clause that makes advertisers solely responsible for all creative content modified or generated by Meta's AI tools. This includes Image Animation videos, background replacements, text variations, and video expansions created through Advantage+ Creative. The terms also give Meta crawlers broader access to index landing page content linked from your ads. These terms were originally set for October 30 and were delayed to November 20 following scrutiny from the UK's Competition and Markets Authority.
"The most important thing to know: Advantage+ Creative AI enhancements are on by default in new campaigns. If you've launched any Advantage+ Shopping or Sales campaign recently and haven't audited your creative settings, there is almost certainly AI-generated content running in your ads right now."
The Image Animation tool uses video diffusion models to add natural motion to product images, such as gentle panning, subtle zoom, subject movement, or particle effects around products. The output is a short-form video formatted for 9:16 Reels and Stories placement. For brands with strong product photography but limited video production capacity, this is a meaningful unlock. Brands running catalog ads can also enable Catalog-to-Video, which auto-generates short product videos from feed listings at scale, supporting thousands of SKUs simultaneously.
The AI also integrates with Meta's Ads Creative Studio, where you can generate video variations, adjust hooks and end scenes, swap calls to action, and preview outputs before publishing. Brand Memory, a feature that trains the AI on your brand's visual guidelines, helps keep generated content within your brand standards.
The meaningful question isn't whether to use generative video. It's how to maintain creative quality and legal accountability while scaling. The brands that will benefit most are those that already have high-quality product photography and can use Image Animation to test Reels placement without a dedicated video team. The risk is for brands that set and forget Advantage+ Creative, because AI-generated content running unsupervised after November 20 carries brand and legal exposure they may not have considered.
For brands working with CTC, this is where our performance creative production process creates a structural advantage: we review every creative variation, AI-generated or human-made, before it scales. For all Meta updates through 2026, see our complete Meta Ads changes tracker.
